Housing Policy and the Social Benefits of Homeownership

Ed Coulson is an associate professor of economics at Pennsylvania State University. When he wrote this article, he was a visiting scholar in the Research Department of the Philadelphia Fed. he major subsidies to homeownership arise from the U.S. tax code, and the costs of these subsidies are high. Are the social benefits from homeownership sufficient to warrant such subsidies? In this article, Ed Coulson reviews the research on the social benefits of ownership and some related questions. The evidence indicates that homeownership does carry substantial social benefits, but their dollar value remains uncertain.
